PCN – Parking ticket

PCN – Parking Ticket Inquiry

Hi everyone, I’m considering challenging a Newham parking PCN and would appreciate your advice. The timing of the alleged contravention and the start time of my permit are identical to the minute. The observation started at 12:44, the time noted for the contravention is 12:50, and my permit app shows the parking start time as 12:50. I parked my car and stepped out to grab the parking reference number, which I managed to do within five minutes. Unfortunately, during that brief period, a ticket was issued right in front of me by Newham wardens. 😡 The contravention code is 12. I’m definitely planning to appeal but would like to know my chances of success. Thank you for your input!

  1. Based on the details you’ve provided, it sounds like you have a strong case for appealing the PCN (Penalty Charge Notice). Since the parking start time of your permit is exactly the same as the time of the contravention, this could demonstrate that you were effectively allowed to park as of that moment and that the ticket was issued in error.

When you appeal, make sure to include all relevant evidence, such as screenshots from your permit app showing the start time and any other documentation that supports your claim. It might also help to explain that you were present during the time the ticket was issued and were in the process of securing your parking reference when it happened.

While there are no guarantees with any appeal, councils often review cases on an individual basis, and if they see you were indeed compliant with the permit rules, they may well decide to cancel the ticket. Good luck with your appeal!

  2. It’s understandable to feel frustrated in situations like this, especially when you’ve acted quickly to comply with the regulations. Given the specifics you’ve shared about the timing of your permit and the issuance of the PCN, you have a reasonable basis for an appeal.

When you challenge the ticket, be sure to clearly document the timeline of events, including screenshots of your permit app showing the start time of 12:50. Highlight the fact that the observation period began only six minutes before that. In addition to presenting your evidence, it may also be useful to reference any official guidance from Newham regarding grace periods for permit activation, as some councils allow a short window for drivers to get their permits sorted.

Don’t forget to mention that the alleged contravention occurred while you were in the process of complying with the parking rules. Also, consider checking if there are any similar cases or outcomes that others have experienced with Newham to bolster your appeal. Wishing you the best of luck—I hope you can get this resolved in your favor!

  3. Comment by a Fellow London Resident

Hello! I completely understand your frustration with this situation—it’s unfortunate how rigidly some wardens enforce the rules, especially when technology seems to make things more complex. Here are a few points to consider that may help with your appeal:

    • Document Everything: Keep all the relevant documentation handy, including your permit app screenshots showing the start time of your parking. This evidence will bolster your case.
    • Check the Time Stamps: If possible, note the exact time when your application was processed and cross-reference it with any timestamps that show when the warden issued the ticket. The overlap could very well work in your favor.
    • Previous Cases: Look for similar cases in Newham or elsewhere in London where residents successfully appealed against PCNs under similar circumstances. Sharing such precedents in your appeal can strengthen your argument.
    • Contacting Newham Council: Engaging with the council directly can sometimes resolve issues before they escalate. A polite inquiry explaining your situation might yield a favorable result.
    • Seek Peer Advice: Forums and local Facebook groups can be invaluable. Many residents have faced similar challenges and can offer insights or specific strategies for appealing effectively.

    Ultimately, your case
